Washington State is a Leader in Wealth-Building Efforts in Historically Excluded Communities
Washington State has combined Legislative action, targeted reinvestment, and equity-focused network weaving to address racial wealth gaps to an exciting degree. The 10-Year Plan to Dismantle Poverty created a framework for equity-focused policy. The Community Reinvestment Program directs resources into communities harmed by the war on drugs. The Covenant Homeownership Program provides down payment assistance to families impacted by historic housing discrimination. Civic Commons and the Black Home Initiative leverage a network of homeownership-focused providers and resources, while 1DROP and the Starter Home Plan work to expand both the supply of affordable homes and the capacity of underrepresented developers. With this infrastructure, Washington demonstrates how layered strategies can move beyond individual programs to create a more coordinated path to wealth-building in historically excluded communities that all States can replicate.

How We Did It
In 2014, I learned from a friend about the US Treasury Department’s Community Development Financial Institution program. In 2016 my agency tried our own version of the program in our own community.
